Dinah Kilgore
EPCAD Executive Director/Chief Appraiser
El Paso, Texas

The journey I began as a tax office clerk culminated in 2010 where I was selected to lead the El Paso Central Appraisal District (EPCAD) as Executive Director/Chief Appraiser.

Collectively, I have served IAAO, the Texas Association of Appraisal Districts (TAAD), and the Metropolitan Council of Appraisal Districts (MetroCAD) on boards, committees, and task forces. I have served as chairperson of MetroCAD, president of TAAD, an IAAO board member and CEAA mentor, and Texas appraiser educational instructor for certification requirements.

This year (2025), TAAD honored me with the James A. Goodwin Excellence in Education Award and in 2019 the Earl Luna Award for dedication and contribution to the appraisal profession.

During my tenure, EPCAD has earned the IAAO Public Information Award and the Distinguished Assessment Jurisdiction Award. In 2012 EPCAD received the CEAA award and has since recertified twice.

I am busy as a Five Points Development Association board member (El Paso, Texas) and I volunteer with El Pasoans Fighting Against Hunger and the Tornillo Independent School District.

Education, innovation, and technology are focal pursuits in my EPCAD community, statewide activities, and now in my IAAO efforts. Enhancing educational opportunities to encourage and mentor others to success in this profession and with IAAO is a big deal for me.

IAAO has so much to offer its members. A chief goal is to get the word out. I want to work with the new crop of appraisal professionals and unify their fresh ideas to move with IAAO into the future.
