IAAO Committees

The Executive Board has established Standing Committees to make recommendations pertaining to the operation of the association. Certain Special Committees are established annually to support the mission and commitments of IAAO. Other such special committees may be established to carry out the Association's programs or to advise the Executive Board on a particular matter. Committee members are appointed by the IAAO President.

The Association’s Executive Board has appointed members to represent the Association’s interests at The Appraisal Foundation (TAF), The Appraisal Foundation Advisory Council (TAFAC), the Association of Appraiser Regulatory Officials (AARO), the Coalition of Geospatial Organizations (COGO), International Property Measurement Standards Coalition (IPMSC) and the National Association of Counties (NACo).

GOVERANCE COMMITTEE

PLANNING AND RULES SUBCOMMITTEE

This subcommittee supports the mission and commitments of IAAO by preparing the Strategic Plan and coordinating project plans. The subcommittee encourages effective leadership through the integration of planning, management, and quality improvement. To ensure that appropriate alternative goals and objectives are available to the Executive Board, the committee periodically reviews economic, social, governmental, and technical trends that may affect the profession. The subcommittee maintains the Constitution, Bylaws, and Procedural Rules of the Association.

BUDGET SUBCOMMITTEE

This subcommittee supports the mission and commitments of IAAO by preparing, coordinating, and maintaining the annual budget of the Association. The committee ensures that the annual budget is in concert with the Strategic Plan and in harmony with the mission, commitments, vision, and current financial position of the Association.

NOMINATING COMMITTEE

This committee ensures a geographically balanced and qualified slate of candidates to lead IAAO. The committee will seek out and foster future leaders who acknowledge and understand the mission of the organization and will carefully evaluate the candidates who are nominated to ensure they will be thoughtful stewards of IAAO.

ETHICS COMMITTEE

This committee supports the mission and commitments of IAAO by conceptualizing, organizing, drafting, maintaining, and publishing an ethical code and standards of professional practice, and addresses ethical complaints by responding to charges of ethical misconduct and by investigating any charges brought before the committee.

RESEARCH SUBCOMMITTEE

This subcommittee supports the mission and commitments of IAAO by addressing the research needs of IAAO members and engaging in research as prioritized and assigned by the IAAO Executive Board. The committee focuses on research in property valuation, property tax administration, and property tax policy; identifies current problematic and anticipated issues needing research; and works cooperatively with other committees to identify research issues.

TECHNICAL ASSISTANCE (ADVISORY) SUBCOMMITTEE

This subcommittee supports the mission and commitments of IAAO by addressing technical assistance requests submitted by members and external customers. The committee, in cooperation with the appropriate IAAO staff, evaluates technical assistance requests, reviews requests for proposals, and makes recommendations to the Executive Director.

TECHNICAL STANDARDS SUBCOMMITTEE

This subcommittee supports the mission and commitments of IAAO by conceptualizing, organizing, drafting, publishing and maintaining technical standards of professional practice. These standards address property valuation, property tax administration, and property tax policy and describe desirable models for the profession.

USPAP SUBCOMMITTEE

This subcommittee has four primary functions: (1) to draft, review, and comment on Uniform Standards of Professional Appraisal Practices (USPAP) exposure drafts and other documents from the Appraisal Standards Board, (2) to provide information, draft reviews and comments to the Appraisal Qualifications Board, (3) to draft, review, and comment on issues to the Appraisal Practices Board, and (4) to provide information, draft reviews and comments on appraisal qualifications set by state licensing agencies.

PROFESSIONAL DEVELOPMENT COMMITTEE

This committee addresses the educational needs of Association members through three subcommittees. The Education Subcommittee develops and maintains the educational program of IAAO; the Professional Designations Subcommittee defines and coordinates the designation program and the Instructor Relations Subcommittee supports the mission and commitments of IAAO by establishing a process for the training, development and recruitment of new instructors, conducting an annual evaluation of instructor performance and developing criteria for qualifying instructors.

CERTIFICATE OF EXCELLENCE IN ASSESSMENT ADMINISTRATION SUBCOMMITTEE 

The purpose of the Certificate of Excellence in Assessment Administration (CEAA) Subcommittee is to support the mission and commitments of the IAAO by defining, coordinating, maintaining, and guiding program(s) to highlight the professionalism of certified jurisdictions of the IAAO. These programs recognize professionalism in property appraisal, property tax administration, and property tax policy and demonstrate IAAO and its certified jurisdiction’s commitment to excellence.

The efforts of this subcommittee are fundamental to quality assessment practice, which serves the public good.

MEMBERSHIP RECOGNITION SUBCOMMITTEE

This Subcommittee supports the mission and commitments of IAAO by annually soliciting, reviewing, and selecting the winners of the IAAO awards, except for awards selected by other committees or those based on pre-set criteria, recognizing leadership, and acknowledging outstanding performance in property tax valuation, property tax administration, and property tax policy. The committee also ensures that people and organizations who deserve special recognition receive this recognition by resolution of the Association.

LOCAL HOST SUBCOMMITTEE

This Subcommittee ensures that the conference host-city arrangements are properly facilitated. These duties include identifying and recommending a variety of social activities, as well as suggesting sources of funding. INTANGIBLES IDENTIFICATION & VALUATION SPECIAL COMMITTEE

This special committee has been created to perform research into appraisal theory regarding the identification and valuation of intangible assets as well as rulings and opinions rendered by various courts.  The goal of this special committee is to develop specific guidelines for the treatment and valuation of intangible assets.

FRIENDS OF THE IAAO PAUL V. CORUSY LIBRARY TRUST COMMITTEE

This committee assists members by providing funds to do research in the field of mass appraisal, tax assessment, and tax policy throughout the world. The committee assists the library with purchases of written and electronic materials to be used in the library; supports the functions the library is presently performing and identifies ways to disseminate information to IAAO members; and supports the library with additional purchases of equipment as necessary to enhance the operations to serve the members of IAAO.

This committee manages the trust and awards grants to professional designation candidates who demonstrate a financial need and who intend to use the funds for completing the requirements of a professional designation.

TIMOTHY N. HAGEMANN MEMORIAL MEMBERSHIP TRUST COMMITTEE

This committee manages the trust and assists deserving individuals, especially those from rural areas, to become members of IAAO and/or to maintain their membership in IAAO. The committee assists deserving individuals to gain professionalism with grants for costs associated with taking an IAAO educational course and supports improved assessments in rural areas by supporting research projects for issues that are important to rural appraisers.
