Amy Rasmussen, RES, AAS
Amy Rasmussen, RES, AAS is immediate Past President of IAAO. Outside of IAAO Ms. Rasmussen is Chief Deputy Assessor for the Riverside County Assessor/County Clerk/Recorder.
She has previously served as IAAO President-Elect in 2019, Vice-President in 2018, and was on the IAAO Board from 2014-2016. In addition, her IAAO service includes serving as Chair of the Professional Development Committee; as a Subject Matter Expert for the USPAP Committee; a member of the Budget Committee, Technology Special Committee; Vision 2020 Committee, and Planning and Rules Committee; and as a Senior Specialty Instructor, Professional Advisor, and an IAAO Representative.
She has also served as a board member of the Iowa Real Estate Appraiser Examining Board and as vice chair from 2008-10; and was on the Board of Directors of the Institute of Iowa Certified Assessors. She has achieved the IAAO Assessment Administration Specialist and Residential Evaluation Specialist designations; and the Certified Public Manager; Iowa Certified Assessor, and Certified Residential Real Property Appraiser.
She received a Master of Public Administration in Public Policy from Drake University and a Bachelor of Science, Psychology from Iowa State University.
Greg McHenry, AAS
Greg McHenry, AAS is IAAO President. Outside of IAAO he serves as Appraiser for the Riley County Appraiser's Office in Manhattan, Kansas. Previously he served as Deputy County Appraiser and Business Specialist. He has also served as County Appraiser for the Clay County (Kan.) Appraiser's Office.
He previously served as Vice President in 2019 and was on the IAAO Board of Directors from 2015-2017. In addition he served as a member of the Governance Committee, Vision 2020 Committee, Conference Content Committee, Local Host Committee-Kansas City IAAO Conference, Volunteers Coordinator, and Hageman Trust Committee. He is also a Professional Designation Advisor and Specialty Instructor.
Mr. McHenry also has served on the Executive Board of the Kansas County Appraisers Association and is a Past President of the Association. He has also served on the Association's Legislative Committee and Personal Property Committee and is a member of the Kansas City Chapter of IAAO.
He has achieved the IAAO Assessment Administration Specialist designation and the Kansas Registered Mass Appraiser designation. He received a bachelor's degree in Agricultural Economics from Kansas State University.
L. Wade Patterson
L. Wade Patterson is IAAO President-Elect. Outside of IAAO he is a retired County Assessor from Garfield County, Oklahoma.
Previously he served on the IAAO Board from 2016-18 and also has been a member of the Governance Committee in 2019, the Budget, and Exhibitors Advisory Council from 2016-18.
In addition, he served on the Oklahoma Assessor's Board of Directors from 206-11 and was President in 2009; and on the IAAO Chapter Board of Directors from 2000-05, serving as President from 2004-05, and receiving its George Keyes award in 2013.
Mr. Patterson was active in state-level leadership roles in Oklahoma, representing Gov. Mary Fallin's on the Task Force on Comprehensive Tax Reform; was appointed to the State Geographic Information Systems Council by former Gov. Brad Henry.
Patrick Alesandrini, CAE, RES
Patrick Alesandrini, CAE, RES, is IAAO Vice President and is the Hillsborough County, Florida, Chief Deputy Property Appraiser.
Mr. Alesandrini is a Senior IAAO Instructor, teaching since 1985, and is approved to teach over 25 courses, workshops and seminars. He served on the Board of Directors from 2016 to 2018, and is a member of the Governance Committee. He has also served on the Research Committee, Education Committee, Instructor Relations Committee, Ethics Committee and has also served as the Chair of the AVM Credentialing Task Force.
As President of the Florida Chapter of IAAO, he and its board carried out the first Strategic Plan in State-certified general real estate appraiser chapter’s history. He has his MAI and SRA Designations and has served as the President of the Peoria Area Chapter for the Appraisal Institute. Mr. Alesandrini is a Florida State-certified general real estate appraiser, (RZ3713) and is a certified USPAP instructor. Pat and his wife Mary have been married 41 years and reside in Tampa, Fla.
Debra McGuire, MBA, IOM, CAE
Debra McGuire, MBA, IOM, CAE is the Executive Director of IAAO, joining in January 2021.
Previously Ms. McGuire served as Founder and CEO of Association Interim Solutions in Dallas. She has also served as President & Chief Executive Officer of the American Fire Sprinkler Association; CEO and Executive Vice President of the American Academy of Family Physicians-Michigan Chapter; and Director of Education and Communications for the Michigan Townships Association.
She received a Master of Business Administration from Cornerstone University and a Bachelor of Arts degree from Michigan State University.
She also completed the Institute of Organizational Management program at the University of Notre Dame and achieved the Certified Association Executive designation from the American Society of Association Executives.
David Harper, AAS
David Harper, AAS is a member of the IAAO Board of Directors, representing Region 1. Outside of IAAO he is state director for both the Kansas Division of Property Valuation and the Kansas Division of Vehicles, Topeka, Kansas.
Prior to his current position he served as Manager, Public Utility Division of the Kansas Division of Property Valuation. He also served in the Shawnee County (KS) Appraiser's Office and as a Kansas Certified Residential Appraiser.
He has been an IAAO member since 2008 and has served as a member and past Chair of the IAAO USPAP committee, and is a member of the Kansas City Chapter of IAAO. He achieved the IAAO Assessment Administration Specialist designation and also is a Kansas Registered Mass Appraiser. He received a bachelor's degree in Business Administration from Baker University.
William Healey, RES
William Healey, RES, is a member of the IAAO Board of Directors, representing Region 2. Outside of IAAO he is the Chief Assessor for the City of Lewiston, Maine.
He has been a member of IAAO for over 20 years and a certified Maine Assessor for 22 years. He served on the IAAO Membership Services Committee in 2008 and as Chair in 2012 and 2013.
Mr. Healey also served as Assessor for the Towns of Cumberland, Yarmouth, and Scarborough, Maine. He's involved with the Maine Association of Assessing Officers, an IAAO Affiliate, serving as Education Chair for the past 15 years, and is in his second stint as president. He's also a member of Northeastern Regional Association of Assessing Officers and served as Vice President in 2010. He was appointed to the IAAO Membership Services Committee in 2008 and served as Chair in 2012 and 2013. He was appointed to the new IAAO Membership Committee in 2018 and reappointed in 2019.

G. Cecil Jackson, Jr. RES, AAS, is a member of the IAAO Board of Directors, representing Region 3. Outside of IAAO he is Tax Director for Gaston County, North Carolina.
He has been a member of IAAO for 26 years and is was Chair of the IAAO Professional Development Committee in 2019. He is certified as an IAAO Residential Evaluation Specialist (RES) and Assessment Administration Specialist (AAS) Designation.
He received the IAAO 2019 Verne W. Pottorff, CAE, and Professional Designee of Year awards at the 2019 IAAO Annual Conference in Niagara Falls, Ontario, Canada
He received a Bachelor of Science Degree, with concentration Public Administration from Appalachian State University.
Dinah L. Kilgore
Dinah L. Kilgore is a member of the IAAO Board of Directors, representing Region 1. Outside of IAAO she is Executive Director/ Chief Appraiser for the El Paso Central Appraisal District in El Paso, Texas.
She has been a member of IAAO 12 years, and has served on the IAAO CEAA and Education Committees, and the Women's Initiative Task Force. She is also a mentor for CEAA submissions.
She is also a member of the Texas Association of Assessing Officers (TAAO): Past President El Paso Chapter; Texas Association of Appraisal Districts (TAAD): President, President Elect, Vice-President, Treasurer; TAAD / IAAO Chapter: Member; Metropolitan Council of Appraisal Districts (METRO): Past Chairperson.
Brian Gay
Brian Gay is a member of the IAAO Board of Directors, representing Region 2. Outside of IAAO he is a Valuation and Customer Relations manager with the Municipal Property Assessment Corporation in the Timmins office, Ontario, Canada, and represents Region 2. .
Mr. Gay has had many leadership roles with IAAO, including being a founding member and past president of the IAAO BC chapter; an Equivalency Task Force member; conference speaker and volunteer; Emerging Leadership Summit inaugural participant; a U40 advocate and member; a Professional Development Committee member; IAAO representative; Executive Director search committee member and an in-state instructor.
He holds a BSc (Honors) degree in Estate Management from Heriot Watt University, Edinburgh, Scotland; a post-graduate certificate in project management from Royal Roads University, British Columbia; Alternative Dispute Resolution certification from the Sitt Feld Group, MRICS (Chartered Valuation Surveyor) designation from RICS, Accredited Professional Appraiser (AACI P. App) from the Appraisal Institute of Canada and the Certified Internal Auditor designation
from the Institute of Internal Auditors.
He is currently working on his Masters in Interdisciplinary Studies at Royal Roads University, British Columbia and completing his IAAO CAE designation. .
Marcy Martin, AAS
Marcy Martin, AAS, is a member of the IAAO Board of Directors, representing Region 1. Outside of IAAO she is the Real Property Tax Administrator for the County of Maui in Hawaii.
She earned a Bachelor of Arts in mathematics at San Diego State University and has been an appraiser in Maui County since 1990, with 21 of those years in the assessment field and nine in private appraisal practice.
Ms. Martin has been an IAAO member for 10 years and earned the Assessment Administration Specialist designation in 2013. Maui County earned the Certificate of Excellence in Assessment Administration in 2018. Ms. Martin has served on the Professional Development Committee for the past two years.
David Brian Sanford, CAE
David Brian Sanford, CAE is a member of the IAAO Board of Directors, representing Region 3. Outside of IAAO he is Deputy Real Estate Assessor for Chesapeake, Virginia
He has been an IAAO member since 1988. He has served on the Friends of the Library Committee, the Planning and Rules Committee, and is a past Chair of the Education Subcommittee, the Professional Designations Committee, the Professional Designations Subcommittee.
He has also won the IAAO Presidential Citation (2009), the IAAO Verne W. Pottorff, CAE, Professional Designee of Year award (2014), the Outstanding VAAO Member Award (1995), and the VAAO Certificate of Appreciation in 1997, 1998, and 1999. He was president of VAAO in 2018, director of VAAO from 2010 to 2012, and the Chair of the VAAO Education Committee in 1999.
Terry Taylor, CAE, RES, AAS
Terry Taylor, CAE, RES, AAS, is a member of the IAAO Board of Directors, representing Region 3. Outside of IAAO he is Orange County, Florida, Director of Real Estate Residential Assessment.
Mr. Taylor has been an IAAO member since 2008, is a Senior Instructor, and has served as a member and chair of the Member Recognition Committee; and served on the Professionial Development Committee, the International CEAA Task Force; was Chair of the International Designation Equivalency Task Force; and is a Professional Designation Advisor and a CEAA Mentor.
He also won the IAAO Instructor of Excellence Award in 2019; the IAAO Ian McClung CAE Global Award in 2019; and was a co-author of an article in Fair+Equitable magazine in 2018.
He has been a member of the IAAO Florida Chapter since 1993, and has served on and chaired its Real Property Committee. He was Florida Chapter Member of the Year in 2019.
Mr. Taylor earned his degree in business administration at the University of Central Florida.
Donna VanderVries, CAE, AAS, PPS, Esq.
Donna VanderVries, CAE, AAS, PPS, Esq. is a member of the IAAO Board of Directors, representing Region 2. Outside of IAAO she is Equalization Director for Muskegon County, Michigan.
She has been an IAAO member since 2001 and has served on the Planning and Rules Committee and Profession Development Committee and the Professional Designations Subcommittee, and as an IAAO Representative.
She has served on the Appraisal Foundation App Practices Board; the Mid-Michigan Association of Assessing Officers Board; the Michigan Assess Association Board and the Michigan Association Equalization Directors Board.
She received an accounting degree from Wright State University, a law degree from Ohio State University; and a Masters degree in Tax from the University of Cincinnati. She has achieved the following IAAO designations: Assessment Administration Specialist, Certified Assessment Administration Specialist, and Personal Property Specialist. She also has received the Accredited Senior Appraiser from the American Society of Appraisers and is a Certified General Appraiser and a Michigan Master Assessing Officer as well as a CPA and attorney.
She has served as Equalization Director for 12 years and also has served as an adjunct professor for 18 years.
William A. Birkle, AAS
William A. Birkle, AAS is a member of the IAAO Board of Directors, representing Associate members. Outside of IAAO he is an Appraisal Project Supervisor for Tyler Technologies Indianapolis, Indiana.
Prior to his current position, Mr. Birkle has served as the elected Assessor, Chief Deputy Assessor and Deputy Assessor for Warren Township in Marion County, Indiana. He is a Certified Level III Indiana Assessor-Appraiser and has served as President, Vice President, and Area-Vice President of the Indiana Chapter of IAAO (ICIAAO).
He has served as a member of the IAAO Communications Committee and Member Services Committee, Chair of the Scholarship Committee, and Co-Chair of the Local Host Committee. He has also been an IAAO Representative, a Professional Designee Advisor, and received the Verne W. Pottorff, CAE - Professional Designee of the Year award.
