IAAO Research Library will be under construction beginning in January
2017 to make room for our expanding resources! Our physical collection
will have limited access, and users should expect delays in document
delivery and reference request services. The construction is expected to
last two months. We apologize in advance for any difficulty which may
result from this remodel and encourage users to plan ahead and submit
anticipated requests before the end of the year. Send requests to library@iaao.org or call 816-701-8117 with questions.

Tucked
away on the northern edge of Michigan's rugged Upper Peninsula, Sault
Ste. Marie is bracing for the battle of its life. The tourist town is
heading to court in early 2017 to fight Walmart Stores, which seeks to
cut $286,000 off its annual property tax bill on a local store. Using
what critics call the "dark store loophole," Walmart is following in the

In
1983, the New Brunswick government decided it was time to move forest
property assessments closer to market values after years of watching
inflation eat away at revenue from forest properties. A bill increasing
assessments 67 percent made it through the legislature and became law —

A
property tax reform bill aimed at slowing the growth of tax hikes in
Texas would restrict the flexibility of local governments to pay for
police and firefighters, build new roads and provide crucial services
while giving homeowners minimal relief from rising tax bills, local
officials said. Filed last month, Senate Bill 2 would require cities or
counties to seek voter approval for any property tax rate increase that
exceeds 4 percent.

Boston
homeowners are likely to see their property tax bills shrink by the end
of the year under a proposal that would expand the city's residential
exemption for the first time in 17 years. The measure is part of a push
to ease the financial burden on the city's middle-class families, who
are strained by stagnated wages and the increasing cost of living, said
David Sweeney, the city's chief financial officer.

The
cost of the housing bust isn't just measured in lost homes and property
value. Michigan communities cut nearly 3,000 police officers as falling
property tax revenues stretched budgets. Fire protection and library
service took a hit. As did municipal ice rinks, swimming pools and
recreation centers. Spending on local roadwork was curtailed, too,
leaving potholes and damaged vehicles as proof.

It's not easy to be counterintuitive and go against the old paradigms.
Yet history teaches us that most breakthrough successes have come from
running counter to the prevailing paradigms. Where would we be today if
Bill Gates of Microsoft had believed his own pronouncement in 1981 that
"640K of memory ought to be enough for anybody" and stopped pushing the
limits of what computers could do? So take a walk on the wild side and
try these five counterintuitive principles for yourself.
