IAAO is very excited to announce the launch of U40 Leadership Lab
Innovation Grants which will provide funding for creative and
resourceful IAAO members age 40 and under to attend the 2016 Annual
Conference. Funds are awarded as available to those who demonstrate
financial need, explain how an idea of theirs has had a tangible and
positive impact on the processes or procedures of their jurisdiction and
who will use the grant to attend and/or present at Conference.
Recipients may also have the opportunity to share their idea during
Conference. The application deadline is June 24, 2016.

is supporting Daniel Fasteen, Research Subcommittee chair, in his
doctoral dissertation research of factors that influence the adoption of
GIS technology in the property valuation industry. He is conducting a
survey and his research hopes to provide a better understanding of the
impact of GIS on assessment professionals’ usage or adoption of
technology within their office. Additionally, IAAO may use the results
to aid in the design of effective guidance and education for best
practices in adopting GIS into assessment offices. Responses are
voluntary and will not identify any individual. Please take the short

South Carolina General Assembly has clarified how outdoor advertising
signs (i.e. billboards) are taxed in the state for property tax
purposes. The new law amends South Carolina Code Section 12-43-230, and
applies to property tax years after 2014.

Arizona Legislature has shot down a tax break bill that would have
helped Grand Canyon University and other for-profit colleges.
The Arizona House of Representatives voted 39-17 against Senate Bill
1402. The measure would have cut property taxes for GCU and other
accredited for-profit colleges from 18.5 percent down to 5 percent. GCU
has pushed for the 5 percent rate the past two sessions at the
Legislature.

has taken the first step to repairing a problem in its property tax
system that had given a special advantage to corporate retailers,
representatives from three local government associations said.
The House Tax Policy Committee reported House Bill 5578, sponsored by
Rep. David Maturen, which would put an end to the detrimental “Dark
Stores” assessment theory by requiring that commercial property be
assessed at its “highest and best use.”

officials say they got a good part of it wrong.

House and Senate approved a compromise bill to accelerate imposition of
a requirement city and county governments place property tax increases
above the rate of inflation on a ballot for consideration by voters.
A core function of House Bill 2088 — adopted 112-5 by the House, 37-3 by
the Senate — was to advance inception date of the tax lid by one year
to 2017 and to modify exemptions to state-mandated restrictions on
escalation in property taxes. Elections would be triggered if the

challenge.
A state appellate court in Albany ruled 4-1 that the tax cap was
constitutional, despite attempts by the state teachers' union to get the
law tossed.
The New York State United Teachers union argued that the tax cap
infringes on the rights of schools to raise tax revenue to pay for
programs and staff. Also, a property-tax rebate program approved in 2014
provides checks to homeowners whose schools and municipalities stay
under the cap — which the union contended was an unfair sweetener for
the cap law.
