IAAO
Yavapai County Assessor Pam Pearsall has kept an eye on the growing
popularity of real estate website Zillow.com in recent years. With
Zillow recently acquiring Trulia.com, it is hard to deny the impact
Zillow will have on the real estate market in coming years. Pearsall
wanted to gain some perspective of Zillow’s relative value estimate
accuracy when compared with her annual tax year updated homes values.

Lawmakers
have developed what they hope is a solution to growing concerns over
property tax bills for big box stores like Walmart, Meijer and
Walgreens. Groups on both sides of the issue say they won’t know the
effect of that solution until after the General Assembly’s session ends.
Counties across Indiana are losing money as property tax assessments
shrink for big box stores. Property taxes for these national chains went
down after a number of court rulings said they could determine their
tax bill by comparing an individual store to any other store in a
general retail market.

Mayor
Mike Duggan announced a reduction this year in property assessment
values for Detroit homeowners at City Hall.
For the third year in a row, the Duggan administration is adjusting
assessments to more accurately reflect the property’s true value. Nearly
95 percent of Detroit property owners will see a 5 to 15 percent drop
in their property tax assessment.

The
current program of tax breaks for agricultural land won’t be changing
anytime soon, and those who hold vacant land in agricultural zones
shouldn’t expect a new tax break just yet.
The County Council Finance Committee postponed a remake of a tax code
aimed at making agricultural tax breaks more fair. Committee members say
they want a workshop on the complex issue so they can understand all
stakeholders’ positions on the tax changes.

Square Garden (born 1968) is now the oldest arena in both the NBA and
NHL, but it almost didn't make it to its twentieth birthday. In 1982,
noting the flurry of sports teams then moving to New Jersey (the Devils
had just joined the Giants and Nets in the swamplands, and the Jets
would follow two years later), then-owners Gulf and Western threatened
to have the Knicks and Rangers move across the Hudson if the city didn't
chip in for a renovation that included some of those vaunted luxury
boxes. Mayor Ed Koch acquiesced, and soon enough the Garden had a full
property tax exemption providing about $5 million a year for the next
ten years, money that MSG's owners sank into the building's first
skyboxes.

AAS Case Study Review Workshops will be held 2016. These
2 1/2-day workshops provide a review of materials and an understanding
of the composition of a case study examination to help prepare for the
AAS Case Study Examination. The focus will be on the most prevalent
items to study but will not be all-inclusive of what may actually be on
the IAAO examination. Check our website for the places and dates of the workshops

The
Lowe’s retail chain has filed requests to reduce its property tax
assessments on home improvement stores in Portland, Scarborough, Windham
and several other Maine communities.
Portland has already denied the request for a nearly $2.6 million
reduction in its property assessment, a $53,514 potential drop in its
tax bill for the current year, because the deadline for an abatement has
passed.
Scarborough’s assessor said he won’t be granting a property tax
abatement to Lowe’s unless the company can make a better case about why
it should receive one.

The average assessment increase for commercial property owners seems
fairly moderate, but a real estate consulting firm says averages don’t
tell the whole story.
“There’s lots of chaos sort of broiling under the surface and under
those averages and probably some inequitable distribution of the tax
burden,” Giselle Kakamousias, vice-president of the property tax
division for Turner Drake & Partners Ltd., said in an interview.
Annual property assessment notices went out this month, showing the
value upon which the owner’s municipal property taxes will be based.

After
nine long years, the property rates used for tax purposes, known as
“objective values,” have been reduced, to apply retroactively from May
21, 2015.
The new values, reduced by 5 to 20.59 percent and determined by the
Finance Ministry, have not taken into account the distortions generated
since the outbreak of the crisis, so they remain a long way above the
actual market rates.

Illinois Policy
Property
taxes are the single largest tax in Illinois, burdening residents far
more than either income or sales taxes.
Illinoisans already know they pay high property taxes.
But what is not as well known is that property taxes are outpacing
residents’ ability to pay for them. Over the past 50 years, whether
measured in comparison to household income, economic growth, population
or inflation, all classes of property taxes — residential, commercial,
industrial, etc. — have placed an increasingly unaffordable burden on
Illinoisans. Since 1963, Illinois property taxes have grown 2.5 times
faster than inflation and 14 times faster than the state’s population.

My
wife and I live in downtown Vancouver, one of the hottest real estate
markets across the country. We just received our property assessment
value for 2016, and it has gone up by over 12 percent in just one year,
which is probably average for where we live. In places like Lion’s Bay,
just thirty minutes outside the city, property assessment values are up
15 to 20 percent, and in some cases as high as 30 percent.

The basic ingredients for growth and development are food, water and
rest. Proper amounts of each contribute to physical development and
support mental functioning. Just as these are essential to physical
development, integrity is the psychological foundation of the behavior
system. It sets boundaries and guides interactive decision-making
choices in life. Well-defined and consistently executed, integrity
assists efficient, effective and productive management.
