Stories like theirs abound in California where RVs and
trailers, once a symbol of carefree living by the ocean, increasingly
reflect a less glamorous slice of life in the Golden State: a housing
crisis and the growing number of people living without a roof over their
head.
A third of all the homeless people in America live in
wealthy California, which if it were a country would boast the world's

Affluent home buyers drove demand for beach getaways and
outdoorsy communities, which reigned as the hottest luxury markets in
the U.S. in the second quarter, according to the high-end cut of the
latest Emerging Housing Markets Index from The Wall Street Journal and
Realtor.com.
Up from third place last quarter, Boulder — a hot spot for
outdoor enthusiasts because of its miles of walking, hiking, and biking
trails, as well as its proximity to the mountains — has risen to first

August webinar: ‘Post Pandemic Senior Housing’
The August IAAO webinar will focus on “Post Pandemic Senior Housing.”
Senior housing joined the ranks of several commercial
property use groups that were affected by the pandemic. This webinar
addresses specific topics that have created valuation issues for senior
housing, such as operating characteristics, monthly/daily rates,
occupancy, expenses, capitalization rates, and transaction volume.
The webinar, set for noon Central on Wednesday, Aug. 16,
will be presented by Brad Eldridge, CAE (Douglas County, Kansas) and
Kevin Bradshaw, CAE (Unified Government of Wyandotte County and Kansas
City, Kansas) and is eligible for 1.5 CEU hours. The cost is $55 for

Register for USPAP workshop offered at conference
IAAO is offering Workshop 191 on Sunday, Aug. 27, in Salt Lake City before the start of the IAAO Annual Conference.
The workshop is a national seven-hour USPAP Update offered
for continuing education for licensure and certification through The
Appraisal Foundation. The workshop provides a general overview of USPAP
guidelines, advisory opinions, statements, and other appraisal
practices.
Conference registration is not required, but participants must
register by Aug. 9 for the workshop. The cost is $229 for members and
$339 for nonmembers. The USPAP textbook is included. Register as part of

Lawmakers seek to limit corporate and foreign ownership of U.S. farmland
U.S. lawmakers from both parties are pushing
legislation that would limit who can own American farmland, with a
latest effort from Democratic Sen. Cory Booker aimed at curbing
corporate ownership.
Farm groups and lawmakers are concerned that land buys
by investors and foreign countries are driving up farmland prices and
threatening national security. Booker's Farmland for Farmers Act would
ban most corporations, pension funds and investment funds from buying or
leasing farmland. Read more

shows up in the appeals some 2,400 times, county data show. His main
client, the publicly traded corporate landlord American Homes 4 Rent, is
responsible for about 10% of all revaluation challenges in the county. Read more
Punjab approves assessment of property tax after nearly a decade
After a considerable gap of nine years, the Punjab caretaker
government has finally given its approval for the assessment of property
tax across the province.
According to the summary approved by the cabinet, a comprehensive
valuation table for property tax will be formulated, taking into

Walmart, Sam’s Club, and Scheels are suing a Wisconsin town
The city of Eau Claire, Wisconsin, has found itself on the
receiving end of a number of lawsuits as retailers argue their property
tax bills are astronomical.
Walmart, Sam's Club, and Scheels all filed suits against the city on
July 21 to challenge this year's property tax bill. The retailers still
have pending lawsuits in Eau Claire County Court over the same issue for
2021 and 2022.
The latest filings against the city come over a decade
after Eau Claire officials were first faced with lawsuits about its
taxation assessment process, including by the retailers that filed this

Foreclosures in the U.S. are rising: the 10 cities where they’re up the most
In June, roughly 2.5 out of every 10,000 homes had a
distressed property or foreclosure filing, according to data provided by
ATTOM, a real estate data clearinghouse. In the first six months of
2023, the number of homes receiving a foreclosure filing was just under
186,000.
In the years around the housing recession of the late
2000s, about 15 times as many borrowers were going through foreclosure. Read more
