The 2015 IAAO election is now open. Both paper and electronic ballots were sent to all members. See the IAAO website for more information on candidates and a proposed constitutional amendment. We encourage you to exercise your right to vote. (And don't wait too long, the election closes November 30.)

IAAO Survey—We Want to Hear from You!

So that IAAO can better serve you and fulfill your membership needs, the association has hired the consulting firm of McKinley Advisors in Washington, D.C. to develop and send electronically two surveys to the membership. You may be selected to participate. The subject line for these emails will be: IAAO Survey—Invitation to Participate. The survey will be emailed to the membership on December 1.

One-half of the IAAO membership will receive a Member Needs Assessment Survey of approximately 25 multiple choice questions. And one-half of the members who joined IAAO in 2015 will receive a New Member Survey also with approximately 25 multiple choice questions. Both surveys must be completed by December 17, 2015. This will be your opportunity to let IAAO know how you feel about your membership and how the association can better serve you, so please participate in the survey process if you receive the invitation.

Once the data has been collected, the results will be shared with the membership during the spring of 2016. Questions regarding the surveys can be sent to parrish@iaao.org. Thank you in advance for your participation!

When Is Tax Increment Financing Useful?


This presentation will be drawn from a Policy Focus Report about tax increment financing (TIF) being prepared for the Lincoln Institute of Land Policy. Policy Focus Reports present comprehensive and balanced summaries of differing viewpoints on timely policy issues.

The report will explain the mechanics of TIF and rationale for its use and will discuss where and how TIF has been used with emphasis on differences across regions. The impact of the Great Recession and California's decision to end TIF in 2011 will be covered.

Since TIF funds are sequestered in off-budget accounts, they may get less scrutiny than other expenditures. The report discusses this lack of transparency and attempts to remedy it.

Academic literature about TIF and economic development will be reviewed with attention to the impact of TIF on property values and employment. A separate section will review evidence about the alleged negative effects of TIF, including TIF's potential to:
  1. encourage a race to the bottom among competing government,
  2. divert revenues from overlying governments,
  3. displace low-income residents, and
  4. tilt the playing field in favor of large businesses.
Case studies of TIF districts in several areas of the country will illustrate salient points.

The 36th Annual IAAO Legal Seminar is scheduled for December 10-11 at the Hyatt Regency Boston. The IAAO Legal Seminar offers the unique perspective of members who are primarily involved in legal issues. The seminar presents substantive and procedural developments in law that affect assessments and valuation.

2016 Keynote Speaker

Houston, we have a problem.

Our 2016 Annual Conference Keynote Speaker is none other than Gene Kranz, legendary NASA Flight Control Director, who led the effort to save Apollo 13. As the leader of the “Tiger Team” of flight directors who brought the Apollo 13 spaceship safely back to Earth on April 17, 1970, Kranz demonstrated extraordinary courage and heroism.

Kranz will discuss his New York Times best-selling memoir, Failure is Not an Option: Mission Control from Mercury to Apollo 13 and Beyond. Plans are also in the works for a Meet-and-Greet. More details on that later.

Arkansas IAAO Chapter Celebrates 30th Anniversary

I was invited by the Arkansas Chapter of IAAO to attend their 30th Anniversary Celebration in conjunction with the 61st Arkansas Assessors' Association Conference in Hot Springs at the end of October. I saw first-hand why Arkansas was one of the IAAO Outstanding Chapter/Affiliate Award winners in 2015. This has to be one of the most congenial and friendly conferences I have ever attended. It was also attended by several government officials, from the Arkansas Governor and Lieutenant Governor on down. I met nearly everyone in attendance and engaged in the many events they had during this conference. IAAO Past President Kim Lauffer, RES, and I hosted a booth in the exhibit hall and received many good comments and ideas from the membership. I had the sincere pleasure of swearing in what will prove to be one of the finest chapter leaderships in our history. Keep up the outstanding work Arkansas!

Member Loyalty Program

The IAAO Member Loyalty program recognizes members for their long-term continued membership in the association. Upon membership dues being paid, members will receive a coupon in their member record in the IAAO database based upon the number of years as an IAAO member (see chart below). This coupon must be used online in the IAAO Marketplace for IAAO resources, merchandise, payment of membership dues and conference/seminar/webinar registrations and is not transferrable. Membership dues must be paid in full annually by January 31 in order to receive the coupon.
5–9 years = $5 coupon
10–14 years = $10 coupon
15–19 years = $15 coupon
20–24 years = $20 coupon
25–29 years = $25 coupon
30–34 years = $30 coupon
35–39 years = $35 coupon
40–44 years = $40 coupon
45–49 years = $45 coupon
50–54 years = $50 coupon
55–59 years = $55 coupon
60–64 years = $60 coupon
65–69 years = $65 coupon
Coupons must be redeemed online, and expire annually on December 31 of the year the dues are being paid. All recipients of the coupon will be notified in February 2016 of their coupon availability. Thank you for your continued membership in IAAO.

IAAO Welcomes New Research Manager

The Research Department is excited to announce a new addition to the staff on October 1! Margie Cusack is the new Research Manager (part time) and will work from Chicago. She has worked for Cook County, IL for almost 30 years and will retire from there in 2017, at which time she will become full time for IAAO. Margie has both assessment expertise and research experience and has taught for the University of Illinois Center for Urban Policy and Planning where she also served as a Senior Research Associate. Margie has won three IAAO awards and served on the Executive Board from 1998-2000. She has earned master’s degrees in public administration and political science. Welcome aboard Margie!

Assessing High-Tech Equipment and the Software Inside: What's Assessible and What's Not?


In California, taxpayers are required to report to assessors the value acquisition cost of equipment as if there were no computer programs except "basic operational" programs included, and then provide the documentation of the reported costs. As a result there is a growing, multi-billion dollar dispute over whether "embedded" software might actually be application software, which is excluded from assessment in California. Additionally, taxpayers and assessors are faced with the challenge of determining the cost and value of equipment that is not commonly sold in the manner prescribed by the law. With an exponential growth in the variety of equipment that requires special software to operate as sold, how California manages this issue will have national implications.

The speakers include Silicon Valley Assessor Larry Stone, who has represented Santa Clara County for over twnety years and is a past president of the California Assessors' Association. He will be joined by Dr. Marilyn Wolf, the Rhesa "Ray" S. Farmer Distinguished Chair and Georgia Research Alliance Eminent Scholar at the Georgia Institute of Technology. Dr. Wolf will discuss the written findings of her research on embedded software within the context of California's 1972 law, which exempts certain software from assessment. The panel will discuss strategies other states have devised to tax, or exclude from taxation, software.

In 2010, California's property taxes generated nearly $50 billion in revenue. Public K-12 education receives approximately 52 percent of each property tax dollar generated. Business personal property tax accounted for approximately $3 billion of that tax revenue. Based on recently received business personal property tax assessment appeals, and the lack of definite direction, the potential loss of revenue to California's cities, counties, special districts and K-12 education could exceed $1.35 billion...and as California goes, so goes the nation!

Goals of the Presentation:
  1. Understand how and why California manages the assessment of equipment that has software associated with it.
  2. Learn about how other states manage these types of assessments.
  3. Introduction to different approaches for valuing these types of high-technology equipment.
  4. Provide greater insights about modern equipment, their technical components and what makes them tick.
