I completed IAAO’s 452 on-line workshop titled “Fundamentals of Assessment Ratio Studies” in March, 2013. I’ve recommended it to my Oregon assessment associates. It has useful content for all experience levels. It has thought provoking content for experienced analysts. It’s visual and verbal presentation format is good. It’s easy to access and manipulate and provided fully downloadable content. It took me about 17 hours to work through the six workshop modules. I did that on average about an hour a day. I spent another three hours reviewing the material and took the exam (less than an hour). The six modules reported a range from a half hour to two hours of “presentation” time would be required to complete each – a total of 7.5 hours. As noted, I more than doubled that to accomplish a satisfying learning experience, for me. For example Module 5, titled “Technical Issues.” The reported presentation time was one hour, but I spent at least three hours considering and relating its content to my experience and purposes. I think new analysts will benefit from modules 2 and 3 the most. Module 2’s subject matter is related to measures of central tendency and dispersion; it’s titled “Ratio Study Statistics.” Module 3 addresses the importance of good usable data; it’s titled “Data Collection and Processing.” Although all of the modules are good review for the experienced analyst, I found Module 5 to be very applicable for that level of experience/expertise. Module 5’s “technical issues” subject matter does a good job of explaining the concerns a ratio study analyst should have with “issues” of sample size, representativeness, and confidence in the study results. Modules 1, 4 and 6 are good general overview sessions. Modules 1 and 4 would be good review material for supervising assessors and their oversight authority staffs. Module 1 is the “introductory” session, the “what” and “why” of ratio study process and procedure. Module 4 is titled “Managing the Ratio Study Process.” Module 6’s primary value to me was the reference resources it details. In summary, I enjoyed participating in this workshop. I thought the content was well worth the time spent. I have not hesitated to recommend it to anyone involved in the ratio study procedure and reporting required by Oregon’s property tax administration process.
